Information on Kirgis ASIL Draft Resolution of 3/15/06

Further to the submission on January 30, 2006 of our draft ASIL resolution (Our Draft ASIL Resolution of January 27, 2006) on March 15, 2006, ASIL President Jim Carter sent me a proposed substitute ASIL draft resolution prepared by Rick Kirgis (Kirgis ASIL Draft Resolution of March 15, 2006) that had been considered at the Executive Committee meeting recently. 

I understand from Jim that both proposals are going to be posted on the American Society of International Law website and are to be considered at the ASIL Executive Committee meeting on March 29, 2006.  Pending that discussion the matters will be submitted to the Annual Business Meeting.

I informed him that I would send out the new Kirgis draft to the interested persons and am posting them both here.  I have not posted the Kirgis draft on my faculty website as it risks causing confusion with the information on our draft resolution posted there.

I have not yet analyzed the draft recently received but post it here and send it out so that ASIL members can consider it.
